how was your dimension created and why?

In a prior session, you were asked why you chose this time line to come into. You said that it was because of the chaos, and that many entities had been asked to come into it to help. Who asked? Also in a much earlier session you were asked about what happens in the nonlinear, when people are re-united, and what happens if someone does not want to encounter someone from their recent linear. You said that guides would be there to help them and that if they did not want to have an encounter with a person from their prior lives, it would not be allowed. Who would not allow it?
